
Highlight of the Hamlet of Constant Creek
Constant Creek, a tributary of the Madawaska River, winds through rugged forested terrain in the former Sherwood Township. Though not a formally recognized settlement, the creek played a key role in the local timber economy of the 19th century, particularly around the village of Balaclava, which developed in part because of its location at the head of the creek. The watercourse provided essential hydraulic power for sawmills and gristmills beginning in the 1850s.
Its name became notable province-wide in 1903 when it became the site of one of Ontario's earliest environmental court cases. After years of complaints from a downstream gristmill operator, a sawmill on Constant Creek was ordered to install a sawdust burner to mitigate pollution — a rare example of early environmental regulation intersecting with industrial land use.
From a surveyor’s standpoint, Constant Creek presents a layered cadastral profile. Early mill site licenses and timber berths are recorded in Crown records, often preceding formal subdivision. Survey plans from the era show road allowances leading to mill lots, rights-of-way along the creek, and ambiguous parcel boundaries tied to occupation rather than surveyed limits. Much of this land remains forested, but occasional development or severance activity requires surveyors to reconcile watercourses, defunct road allowances, and remnant industrial easements.
